Job Summary

We are looking for a Commercial Data and Intelligence Manager to join our Commercial Services team and be the commercial lead on Atamis (the NHS e-procurement system). If you have data analysis and analytical expertise working with large and complex data sets, you may have what this role needs! You will support the Commercial Services team in developing robust procurement and category management strategies using data and evidence to inform decision making at all stages of our processes. You’ll be responsible for both internal and external reporting, as well as maintaining our procurement pipeline and contract register.
You will need to be a strong communicator with great analytical skills, collaborating with colleagues to identify solutions with the greatest impact!

Main duties of the job
Main duties of the job –
- Create data reporting solutions to enable effective procurement, contract management and supplier relationship management at the NHSBSA
- Providing evidence-based insight to inform decision making
- Produce reports for internal stakeholders (including the NHSBSA Board) and external stakeholders (including Department of Health and Social Care)
- Conduct advanced analysis, interpretation and presentation of complex data extracted from the NHS e-procurement system and finance system
- Maintain the NHSBSA Procurement Pipeline and Contract Register
- Producing monthly dashboards for Commercial Business Partners
- Undertake regular audits of system data outputs and reconcile to alternative data sources to ensure accuracy and provide confidence to users of system reports
- Respond to FOI requests and Parliamentary Questions
- Be the ‘go to’ Commercial data expert for NHSBSA

Job Description
Job responsibilities
In this role, you are accountable for:
- Own and optimise data reporting solutions to enable effective procurement, contract management and supplier relationship management in the NHSBSA
- Support Commercial Services to develop robust procurement and category management strategies, pipeline/demand management and supplier relationship management by ensuring optimised use of commercial data is embedded in our commercial processes and decision making. Support and advise senior managers and technical experts in commercial based decision making by providing evidence-based insight.
- Provide and present detailed, accurate analysis of internal commercial data and information, and produce reports for internal customers (including NHSBSA Board, Shadow Board, Leadership Team, Senior Leadership Forum, and Commercial team colleagues) and external stakeholders (including Department of Health and Social Care, Government Commercial Function) to include –
- Provision of detailed analysis to enable external stakeholders to assess NHSBSA contract expenditure patterns, trends, manage costs, including transparency reporting
- Preparation of complex data from a variety of sources by organising information, checking for and resolving duplications, errors and anomalies
- Analysing data using systems including Microsoft Excel, Microsoft Power BI and NHS e-Procurement system
- Presentation of data in required formats to specified standards following published guidance.
- Conduct advanced analysis, interpretation and presentation of complex data extracted from the NHS e-procurement system.
- NHS e-Procurement system superuser: providing technical support, process mapping, design and deliver training to Commercial team and other NHS e-Procurement system users to ensure the benefits of data and systems investment are realised
- Maintain the NHSBSA Procurement Pipeline and Contract Register
- Lead the NHSBSA relationship with Department of Health and Social Care, its agencies and public bodies and the NHS commercial leads as appropriate to achieve the shared vision to Implement, govern and embed Commercial Systems and Data Standards that enable commercial experts to drive commercial effectiveness, efficiency, sustainability and resilience.
- Producing monthly dashboards for Commercial Business Partners to support budget holders and budget managers across the NHSBSA
- To provide analytical support and insight on commercial activities for commercial team members to action, including spend analysis, supplier metrics, KPIs and trend reports
- Review and develop system reporting capabilities; undertake audits of system data outputs and reconcile to alternative data sources to ensure accuracy and provide confidence to users of system reports
- Use insight, analysis and findings to make recommendations for improvements
- Provide analyses to support development and refinement of processes, systems and reports to highlight trends in the data sets and risks within the NHS e-procurement system
- Interrogating data from the NHSBSA finance system
- Effective communication and liaison with key external stakeholders, primarily DHSC Systems and Data teams
- Responding to Freedom of Information requests and Parliamentary Questions ensuring that they are dealt with in a timely manner and as per policy
- Be the go to NHSBSA Commercial data expert because of your extensive knowledge and passion for good data, as part of the wider Data Community across the NHSBSA
- Apply appropriate governance and security to any data you handle
Person Specification
Personal Qualities, Knowledge and Skills
Essential
- Advanced Microsoft Office skills, in particular Excel and PowerBI
- Excellent numerical and analytical skills in order to examine, scrutinise and interpret large and complex data sets
- Comfortable working with financial information and building relevant performance metrics
- Able to deduce key points from large/highly complex volumes of numerical and other data
- Process, analyse and present complex information to both commercial and non-commercial managers
Desirable
- Use of Contracts Finder
- Good knowledge of Public Procurement Regulations
Essential
Experience
- Significant experience working or studying in a data analysis field
- Experienced in data validation and analysis
- Significant experience in personally resolving complex data issues

- Knowledge of Bravo/Jaggaer, Atamis or other e-Procurement systems
- Experience of working as an expert or lead role in commercial technology and data

- University degree in related subject, or can demonstrate equivalent work experience or further education
